Urdu dictation types English letters instead of Urdu script

The words are right, the script is wrong. Language setting looks correct.

@Aoi_Ishikawa Tried Urdu script dictation yesterday. Works, with a couple of rough edges.

@achieng-o Strongly disagree 👎 Urdu script dictation shouldn't ship until it's reliable.
